XII th Meeting of the Administrative Technical Committee


The XIIth Meeting of the Administrative Technical Committee of the Ibero-American Multilateral Convention on Social Security took place in Lisbon, on the 20th and 21st of September.
 
The Meeting was chaired and organized by Portugal, as a State Party.
 
For Portugal, at the session of the Plenary Meeting of the Technical Administrative Committee (CTA), the Secretary of State for Social Security, Gabriel Bastos, who opened the meeting, the President of the Board of Directors of the II, Paula Salgado, the President of the Board of Directors, were present from the ISS, Rui Fiolhais and the Director General of the DGSS, Tiago Preguiça, as President of the CTA.
 
On behalf of the General Secretariat of the Ibero-American Social Security Organization (OISS), the Secretary General, Gina Riaño Barón, and the Deputy Secretary General, Ana Mohedano, were present.
 
The representatives of the countries where the Convention is in force participated by videoconference: Argentina, Bolivia, Brazil, Chile, El Salvador, Ecuador, Spain, Paraguay, Peru, Dominican Republic and Uruguay.
 
As invited observer countries, Colombia and Costa Rica participated.
 
During the work of the Administrative Technical Committee, three parallel work commissions were held: 

  • Legal Committee, chaired by the DGSS - Elisabete Silveira
  • Management Committee, chaired by the ISS - Margarida Simões Correia
  • Informatics Commission, chaired by II – Joana Vallera

 
Within the scope of the Informatics Commission, the agenda focused on the implementation and continuation of discussions on the status of the electronic data transmission system "SIBERO Parametric" and its connection with national applications. The SIBERO System aims to streamline procedures, data transmission and its dematerialization, within the scope of the Ibero-American Multilateral Convention on Social Security (CMISS). The States Parties undertake to use their best efforts to ensure the entry into production of the system. In the case of Portugal, the country is in the testing phase, choosing Brazil and Spain as partners.

 
The National Delegation of the Informatics Commission comprised the following members: 

  • Institute of Informatics: Joana Vallera, Carlos Amado and José Miguel Luengo;
  •  Institute of Social Security: Jorge Cardoso, Paula Carvalho
  •  Directorate-General for Social Security: Filipe Fonseca.
