Foreign citizens who wish to carry out a professional activity as employees or self-employed persons, during the COVID-19 epidemic crisis, do not need to go to the Social Security Customer Information Services to apply for the allocation of a Social Security Identification Number on Time (NISS NA HORA).

During the COVID-19 contingency solution, the application for the NISS allocation to foreign citizens who wish to carry out an economic activity as employees, must be submitted by their employers or legal representatives. The NISS NA HORA supporting documents and the respective application form must be submitted by the employer through the Social Security Online Service (SSD – Segurança Social Direta), by accessing the Perfil (Profile) menu, selecting the option Documentos de Prova (Supporting Documents) and, in the Assunto (Subject) menu, selecting NISS na Hora – Pedido de Entidade Empregadora (NISS on Time – Employer’s Application).

After being notified, by email, of the Social Security Identification Number (NISS) allocation to the foreign citizen, the employer must communicate the worker’s admission through the Social Security Online Service.

In what concerns the allocation of a Social Security Identification Number on Time (NISS NA HORA) to foreign citizens registered as Self-employed Workers – all the application documents must be scanned and sent to the following email address: ISS-Pedido-NISS@seg-social.pt

During the COVID-19 Contingency Solution, employers and citizens (employees and self-employed workers) applying for the allocation of a Social Security Identification Number (NISS) may submit a simple copy of the documents that needed to be duly certified before the entry into force of the COVID-19 Contingency Solution.
